Feature Carousel v1.3 Released

I've just tagged version 1.3 of the Feature Carousel. This release includes the following updates
- Changed structure to support public functions
- Added four public functions to control carousel
- Fixed image preloader to work in IE versions
- A few minor bug fixes

I've managed to get out a new release of the Feature Carousel. It includes some common feature requests such as next and previous control arrows. In fact, version 1.0 supported them in the code but I never actually utilized them in the HTML for demonstrating.
